Forum threatens to intensify stir

ITANAGAR, Nov 3: Expressing resentment over delay in arrest of all the accused involved in Ralo Rina murder case, Ziro-II Anti-Corruption Youth Forum (ZAYF) urged the law enforcing authority and Lower Subansiri district administration  to arrest the culprits soon.

While condemning the in-action of law enforcing authority even after 24 hours bandh observed in September last, the  Forum further threatened to launch 48 hours bandh  in case of failure of the authorities to arrest the culprits at the earliest.  In a letter addressed to deputy commissioner the Forum further demanded strict monitoring of ILP system to prevent illegal entry of outsiders into Ziro –II.

NHPC donates 280 cement bags

ITANAGAR, Nov 3: The NHPC Dibang Multipurpose Project, Roing had extended its helping hands to the Lower Dibang Valley district administration  recently and donated 280 cement bags for restoration of water and power channels which were damaged in flood.

During last three months up to September, the flooded water of Deopani river had played havoc in Roing and its adjoining area. All the basic facilities includes drinking water and  electricity supply, road link were completely devastated by flood. However, responding to the clarion call of the district administration to  help restore the flood damages, the NHPC Dibang project came out to boost the morale of the common during the hours of needs and extended help in possible way.

 

Social service

ITANAGAR, Nov 3: The Borum Panchayat Youth Association today conducted social service to repair a link road from Helipad ground, Naharlagun to Borum. The member also repaired wire suspension bridge over river Pachin which connects Borum village with Naharlagun.

 

Germplasm and soil sample collection

ITANAGAR, Nov 3: A one-day survey  and training programme on collection of soil sample and germplasm was carried out by ICAR and KVK, West Siang Basar team on Nov 1 from the villages under Gensi Circle of West Siang District. The team comprised of four members headed by Rita Nongthombam, SMS (Plant Breeding) and Kaushik Bhagawati, Research Associate (NICRA Research, Project). She has collected different germplasms of rice and millet from the area. The team also visited the different farmers’ field and interacted with them. During the interaction Rita Nongthombam stressed on the importance and needs for conserving their own indigenous germplasms and registering them in their own local name through NBPGR. The team further collected soil samples from various locations from both jhum as well as WRC fields for executing the soil moisture based contingent crop planning  under NICRA Research project of ICAR, Basar.

 

KV-II  organizes rally to mark  ‘Transparency in Public Procurement Week’

ITANAGAR, Nov 3: Following the direction of Central Vigilance Commission of India, Kendriya Vidyalaya No.2 Itanagar has organized awareness rally and competitions on essay and slogan writings  to mark the  Transparency in Public procurement Week from  Oct  29 to Nov 3.

Today, classes three to five KV -2  students took out a awareness rally with placards  from the school premises to Gohpur Tinali to sensitize the people against existing corrupt system. The efforts of the Principal  Dr. B. Saha and the teacher Samit  Seth of KV No. 2  in organizing  the programme were  highly appreciated.

Illegal timber laden truck seized at Namsai

NAMSAI, Nov 3: Giving a big jolt to the illegal timber operations in and around Namsai areas, the Namsai Forest Division seized a truck loaded with timber worth Rupees 5 lakhs yesterday.

Acting on a tip off,  a team of forest officials of Namsai Forest Division led by Damodhar A.T, ACF, Namsai seized one truck Regn No.NL-02/K-0126 loaded with illegal sawn timber during routine patrolling conducted on November 2  near Lathao village on National Highway - 52, informed Namsai Forest Division sources this afternoon. The  team  included R. P. Singh, Range Forest Officer, Tengapani, A. Jerang, Range Forest Officer, Chowkham  and two other staff of Tengapani Range. On a mere suspicion  the timber loaded truck has been chased by the forest patrolling team. But somehow, the driver of the vehicle could manage to escape taking the advantage of darkness. There is no record found regarding ownership of vehicle, added the sources.

The illegal sawn timber and truck seized with the help of R. C. Deori, Range Forest Officer, Manabhum Range and took under safe custody. The loaded illegal sawn timber is approximately measuring 30 Cum worth of about 5 lakh rupees

According to forest sources there, the vehicle is bearing the registration  of Nagaland. The entire operation was carried out successfully under the active supervision and guidance of young Forest Officer  Damodhar A.T, who is 2010 batch Indian Forest Service cadre and  joined recently at  Namsai Forest Division. Further investigation is been continued and any such illegalities will be dealt with irong hand, sources said.  (Reports Maksam Tayeng).

 

 

Tuki calls on PM, seeks his intervention in ADB funding projects

NEW DELHI, Nov 03: Chief Minister Nabam Tuki today called on Prime Minister Dr Manmohan Singh here and discussed various developmental issues pertaining to the state, especially implementation of the PM’s Package that Dr Singh had offered during his last visit to the frontier state.

Submitting to the Prime Minister the present status of implementation of projects under the PM’s Package, Tuki  informed that the generous package is being implemented in letter and spirit. He said funds provided under the package are being utilized judiciously, which is being ensured by the third-party monitoring system adopted by the state government.

The Chief Minister also requested the Prime Minister’s intervention to facilitate the scope of externally aided funding of development projects in the state through organizations such as Asian Development Bank (ADB) and World Bank. He informed that Arunachal Pradesh has recently submitted certain Infrastructure Development projects for funding by ADB but due to certain hurdles, the projects are not seeing the light of day. He appealed for the PM’s personal intervention to clear these hurdles so that the state can also benefit from international funding agencies like others.

The Chief Minister also urged the Prime Minister to consider reconstruction of the historic Stilwell Road to foster bilateral trade with South East Asian countries. He also discussed certain strategic infrastructure projects like the Lumla Tashigaon Road and the tunnel from Sange to Jang being surveyed by NHPC. He said the road from Lumla to Tashigaon in Bhutan would touch Rangiya in Assam and thus shorten the distance between the Tawang region and Assam. Besides, this road would boost up border trade as well as tourism sector with Bhutan, he explained.

He further briefed the PM about the impending status of these projects and requested the PM to expedite completion of the same through related Government agencies such as Ministry of External Affairs, Border Roads Organization and others. He also appealed to the PM for facilitating the No Objection Certificate for the construction of the Lumla Airport which would cater to both civilian and defence purposes.

Later in the day, the Chief Minister called upon the newly appointed Union Ministers of State, Jitin Prasada (HRD) and Ranee Narah (Tribal Affairs) to congratulate them on their assumption of offices.

 

 

Centre urged to provide Rs 15 crore grant-in-aid to invest in bamboo

ITANAGAR, Nov 03: Arunachal Pradesh Bamboo Resources and Development Agency (APBRDA) has sought one time grant-in-aid of Rs 15 crore from the Centre for regeneration and restocking of bamboo plantation in the gregarious bamboo flowering affected areas of Arunachal Pradesh.

Rare gregarious flowering of various species of bamboos, both natural and planted, in nine districts, namely Kurung Kumey, Lower Subansiri, Upper Subansiri, East Siang, West Siang, Upper Siang, East Kameng, West Kameng and Papum Pare has led to serious economic impact on poor rural people due to heavy crop damage by rodents, a memorandum submitted to Union Minister of State for Agriculture and Food Processing Industries Tariq Anwar in New Delhi today by APBRDA said.  The rural people are fully dependent on bamboo for their shelter and for everyday utilities. But the flowering of bamboo has not only caused serious ecological imbalance but also great hardship to the rural communities since bamboo is considered a natural vehicle for development. Both the chairman and vice chairman of APBRDA Tanyon Tatak and Yora Tagung along with NCP Arunachal Pradesh president Kahfa Bengia discussed on bamboo flowering and its serious impact on rural economy and ecology with Union Minister of State for Agriculture and Food Processing Industries Tariq Anwarin Delhi today.

The bamboo forest in the state is the highest amongst the north eastern states. There are about 73 species of bamboo found in the state. The bamboo species which are flowering are Dendrocalamus hamiltonii, Bambusa pallida, Bambusa tulda, Cephalostachyum pergracile, Dendrocalamus sahnii, Chimnobambusa callosa, Schizostachum arunachalensis, and Schizostachyum fushianum etc.

 

 

Welly pleads for Central assistance in health sector

ITANAGAR, Nov 03: Minister for Health and Family Welfare Atum Welly urged Centre for providing more support and technical assistance to the state for improvement of health infrastructure with special focus on residential quarters and human resource provision plan.

Attending the two-day meeting of State Health Ministers and senior health officials in New Delhi Thursday, Welly informed the Union Health and Family Welfare Minister Ghulam Navi Azad about tardy progress of the civil work of 300 bed Arunachal State Hospital at Naharlagun. He however, assured the Union Minister for speeding up the construction work.

Dwelling on the issue of increase of IMR by 1 percent as compared to SRS 2010,  Welly assured the Union Minister that the Child Health Services will be augmented on priority so as to meet MDG goal by 2015.

Taking part in a discussion on disease control program, he informed the union minister about occurrence of Dengue and Malaria incidence in Arunachal Pradesh and requested him for providing more LLIN, RD Kits and fogging machine and ELISA reader for immediate diagnosis and management of Dengue and Malaria..

It was informed that the required consignments have been dispatched already to the state. On reported high incidence of hepatitis B and Enteric fever, he requested the union minister to provide technical support from GoI level for containing the incidences.

Earlier, the union minister in his speech clearly indicated Centre’s commitment to provide required infrastructure for functionalizing all the health facilities at sub district level.

Azad mentioned the need to control Japanese Encephalitis and dengue and said a multi-sectoral intervention program is needed to include Panchayati Raj Institutions and local bodies for coordinated action. Expressing concern over issues that need attention, he highlighted the slow pace in creating health infrastructure and irrational deployment of doctors, which are affecting the functioning of various health units.

Azad also pointed to the large number of vacancies in high focus districts which have relatively poor health indicators.

"Facilities need to be strengthened for Janani Suraksha Yojana. It is important that the sanctioned works are executed in a time-bound manner and availability of trained staff is ensured," he said.

He also asked the states to integrate all modes of patient transport into a proper network, ensuring that the services reach intended beneficiaries.

For bringing mortality rates under control, he said "we must work very hard to achieve the goal of infant mortality below 30. We need to strengthen the capacity of both laboratory testing and treatment facility for MDR TB in each state.(With inputs from PTI)

 

 

Peaceful atmosphere prerequisite for development: Siram

PASIGHAT, Nov 03: Peaceful atmosphere and positive thinking are pre-requisites to any development and growth of a place or area, said Education Minister Bosiram Siram.

“With creation of independent circle headquarters at Yagrung, a long-felt dream of the people of the area has been fulfilled,” Siram said in a message and extended his gratitude to his cabinet colleagues for their supports in creation of the circle headquarters.

He said that infrastructure development of the CO headquarters is being taken care of by the state government under the leadership of Chief Minister Nabam Tuki. Siram urged the people protect the infrastructure and extend their fullest cooperation to the administration to ensure smooth and prompt administration in the area.

Meanwhile, soon after taking over charge, today Circle Officer Yagrung, Makbul Siram held a coordination meeting with the local officers, PRI members and GBs at the Community Hall of KGBV Yagrung.  It was decided that one room in the Yagrung Secondary School would be provided for setting up the temporary Circle Office to deliver prompt services to people.

Later, the Circle Officer along with Bosing ZPM Namuk Taloh and villagers visited the flood affected areas to take stock of the post flood situation. He said the heavy rain caused huge loss of agricultural and horticultural fields besides loss of livestock and properties. He assured to take up matter on priority with the higher authorities. Historians blamed for failing to highlight correct history

33rd NEIHA session concludes

RONO HILLS, Nov 03: “We historians are failing in our duty in highlighting the correct history of sensitive Arunachal Pradesh. We should tell and document the truth notwithstanding the political perspective,” said North East India History Association (NEIHA) founder member and vice president Prof J B Bhattacharjee today.

The comment of former Assam University Vice Chancellor Prof J B Bhattacharjee, came after Dr Nani Bath in his thought provoking paper - Arunachal Pradesh: A Geo-Political Creation with Strategic Consideration during the concluding day of the three-day 33rd NEIHA annual conference in Rajiv Gandhi University here.

“Arunachal Pradesh is a creation of geo-political and strategic necessities of GoI. So long as McMohan line remained undefined, any policy towards the state will always be guided by strategic consideration,” Dr Bath argued.

The event inked a record by witnessing presentation of 99 research papers, including 19, mostly by Arunachalees, of the total 115 papers received from 161 delegates, reflecting their rising consciousness to delve into the past and relate it to the present.

Responding to a question NEIHA president Prof Anwar Hussain and general secretary Dr A K Thakur nodded affirmatively, saying “It is a platform where budding and senior scholars work together to bring out historical past of the NE region. This non-political academic body is uniting the people of NE with the mainland.”

Local secretary Prof Tana Showren said that this premier professional organization has been religiously working towards bringing out the hidden aspects of history to limelight through its dedicated members.

The conference also created another record by swelling its life members to 1054, while Prof Tamo Mibang was chosen as president of 34th session scheduled to be held in Manipur University, Imphal next year.

18 contestants to vie for top honor

ITANAGAR, Nov 03: Altogether 18 beautiful women will be vying with each other for the top honor in the grand finale of the 9th Miss Arunachal 2012 contest at Indira Gandhi Park here on November 30.

The beauty pageant with theme “Beauty with Brain” aims is to provide a platform to young women to show their talents in the field of fashion besides empowering them and showcasing the rich cultural heritage of the state, said Kipa Kaha, Chairman of Arunachal Guild for Cultural Integration (AGCI), the organizer of the event.

The contestants were selected in two separate audition rounds held on October 26, 27 and November 3. Five out of 10 contestants have been selected in the second and final round audition today. Thirteen contestants made it to the final in the first round. The preliminary round of the contest would be held at Siddhartha Hall here on November 28.

Awareness campaign on Nirmal Bharat Abhiyan

ITANAGAR, Nov 03: Awareness campaign on Nirmal Bharat Abhiyan (NBA) and training and handling of field test kits (FTK) at Govt. Hr. Sec. School, Boasimla under Tamen-Raga block on October 31.

The Assistant Engineer (AE), PHED, Raga highlighted the aim and purpose of the campaign, told the participants that NBA formerly known as total sanitation campaign (TSC) aims to cover all panchayats by providing Individual House Hold Latrine (IHHL) for all household. While informing the that many panchayats leaders under Kamporijo- I & II were provided with IHHL, he urged all to use the same and bring a habitual change to achieve the goal of NBA. He also informed that many rural oriented programs are being initiated by the govt. After achieving the total sanitation, panchayats will be eligible for Nirmal Gram Puraskar Award (NGP). Thereafter more schemes related to sanitation like drainage and solid and liquid waste management would be taken up.

About water testing, he told the gathering that such training is being imparted so that no water source is left out from being tested.

AE, Ziro while speaking as resource person, told the participants that the components of NBA are social oriented non- profit programs and should not be misunderstood by the masses as contractual or profit based programme. He informed the participants that such training is being imparted to benefit to all general public. He revealed that earlier, only BPL families were the beneficiaries of IHHL, but now both BPL and APL families will benefit from the program. He requested the youths, especially the school children to become torch bearers in this noble program.

Consultant, PHED, Ziro explained the four important components--sanitary latrine, safe drinking water, hand washing practice and planting tress--of NBA through PowerPoint presentation with slide show.  He explained in details the diseases caused due to unsafe water and un- hygienic practices and methods to prevent it.

Rakhe Taro, Anchal Chairperson, Kamporijo Block appealed general public to cooperate with the department for successful implementation of the program.

The Principal, Govt. Hr. Sec. School Boasimla asked the participants and students to get full benefit from such awareness cum training program.

 

 

Golden jubilee celebration of Darak Govt secondary school

ITANAGAR, Nov 3: Government Secondary School, Darak, West Siang District is going to observe its Golden Jubilee from  Nov 14 to 16.

Epicenter of education under the Darak circle, the school, which was established in 1962, have many alumni including administrators, medical officers, engineers, officers and public leaders. As the Nation commemorates 50th year of Indo-China war, the people of Darak Circle and management and alumni of the school are also going to organize the three-day educational extravaganza.

To commemorate the historical occasion, ‘Pordokoni’ an exhibition on art, handicrafts and handloom, agriculture and forest produce of Darak Circle will be organized. A symposium on ‘Education, Morality and Development of Darak in 21st Century’  and literary, games and sports and cultural competitions with special focus on ethnic and indigenous activities will be most important parts of the celebration.

Many dignitaries including many social luminaries and alumni of the school will be attending the celebration.

Recalling his days in the school in early 60s, first teacher of the school Minto Kato said, ‘In the beginning it ran on self help basis by the villagers. They provided free ration and accommodation along with a payment of Rupees sixty. Finally the NEFA government sanctioned the school as primary school and posted Bingum Ete as the first official teacher,’ Kato added, who was also later appointed as teacher and posted at Nikte.
